I have no idea of his whereabouts, but want to divorce him. In Israel it proves to be practically impossible without his presence and consent. Can I divorce him in Russia without his consent and presence?

My boyfriend is an American citizen (formerly Russian citizen) and wants to file for divorce to someone who is still a Russian citizen, living in Russia. This person stated they will contest the divorce even though they have never lived together, nor seen each other in 4 years.
