WHO IS A NOTARY PUBLIC?

A Notary Public is a person licensed by the state to perform acts in legal affairs, including but not limited witnessing signatures on documents. In order for the document to be properly notarized, the person must appear before the notary, prove his or her identity, and acknowledge his or her comprehension of the document and willingness swear and affirm that the document contents is true and correct.

Documents are notarized for many reasons. The most common reason in international practice is providing power of attorneys overseas. If you just sign the document, it will be not enough. Even notarial signature is not enough if you want to send your document, for example, to Russia. In this case you need an apostille.

CAN I NOTARIZE DOCUMENT IN ANY FOREIGN LANGUAGE, LIKE RUSSIAN?

Yes, because notary certifies only your signature and doesn’t certifies content of your legal document. Therefore, your document can be created in any language. However, some notaries refuse to notarize documents in foreign language without full understanding of document. Apostilles and authentication confirms the signature of notary public and his seal on a document. Apostille makes document acceptable in the most foreign countries.

Apostilles are uses for international matters, when official document is are being transferred between countries that are party to the Hague Convention on October 5, 1961 (Apostille Convention). This Convention, as international treaty, makes traditional procedure for authenticating documents much easier and faster.
