I am a Russian citizen who married an English citizen in Russia. My husband has dissapeared over a year and half ago. I live in Tel Aviv as I made aliah last year. I have no idea of his whereabouts, but want to divorce him. In Israel it proves to be practically impossible without his presence and consent. Can I divorce him in Russia without his consent and presence?
