As you will see in the attached order from a American court, my children have been illegally taken from United States by their mother to Russia in the summer of 2019. They currently reside in Moscow.
My short-term objective is to be able to communicate with my kids, which has not happened since last September. My mid-term objective is to secure visitation rights in Russia, and be able to have my daughters spend summertime in the United States. My long-term objective is to bring children back to United States.
I am planning a trip to Moscow in February to see my daughters, but the mother is not aware of it. She does not know I have her address. I would like to prepare the file before my trip, and serve the mother with the papers after I have seen my daughters. I plan on seeing them without their mother's knowledge. It is unrealistic to expect her to cooperate. If she learns anything about my trip or the legal proceedings, she will disappear and I will not see my daughters.
I am aware that Russia and USA have no partnership agreement under the Hague Convention. Please let me know if you can help me.
