This woman will not follow any court orders. So what happens then, if visitation rights court orders are violated as they are expected to be by this woman, and not enforcement as expected by your country?

The mother is obliged to execute the court order. As long as she lives in the Russian Federation, I see no problem with enforcement of Russian court order. Contempt of the court is big issue in any country, including the Russia. Please explain me what we are waiting for? All paperwork is ready to filing.
