Am I have to go to Russia in order to start divorce proceedings in Russian court? Can I retain you as an attorney in Russia and issue a power of attorney in your name. Can I cartify the power of attorney in front of the US notary public? Am I have to arrange an apostille for this power of attorney at secretary of you state to make this document valid outside the USA?
